The State Budget Bill Special Provisions requires that the Division use 75% of the state medium income and adjust eligibility every two years to determine income eligibility. However, local Smart Start partnerships may increase income eligibility for subsidized child care funded by Smart Start.

The following sources are counted to determine eligibility for child care services: gross earned wages or salary, adjusted gross income from taxable self-employment, Social Security benefits, dividends, interest from estates or trusts, royalties and adjusted gross rental income on house, stores or other property.
