Program Glossary

Program

A program is one or more services that are related with a goal to achieve a positive outcome for specific groups or individuals intended to benefit from the program.


Division

A division or office is the administrative unit by which the work of the department of Health and Human Services structures and manages the work performed on behalf of North Carolinians. The North Carolina Department of Health and Human Services is divided into 30 divisions and offices. Divisions fall under four broad service areas – health, human services, administrative and support functions.


Program Goal

The program goal describes what the program wants to accomplish, for what intended beneficiaries and for what result.


Program Description

This describes what need the program addresses; how it is being done; who or what population is being served; and who is eligible.


Intended Beneficiaries

Intended Beneficiaries indicate who the program is intended to benefit.


Year Initiated

This is in reference to the year the program or service was first offered in North Carolina.


Community Resource Information System (CRIS) Number

The Community Resource Information System (CRIS) helps local communities in North Carolina obtain information about state government financial assistance and other programs. This number references the corresponding information about this program within CRIS.


Grant

A Grant is funding provided to applicants to carry out activities.


Competitive Bidding

Refers to whether an entity or entities are eligible to apply for funding to carry out activities.

    • Funds administered at the state level to support activities.

  • Legislative Adjustments
    • This is a change to the ongoing budget, usually an increase or decrease made by the General Assembly.

  • Authorized Adjustments
    • Adjustments to the budget allowed by the State Budget Act.

  • Budget
    • The addition of the budget that includes authorized and legislative adjustments.

Measures are indicators of the expectations, progress and results of a program, service or contract measures are indicators of expectations, progress and results of a program, service or contract.

  • Demand Measure
    • Demand measures shows the number of services or products that is expected to be requested or required by those who receive or want to receive services.

Contract Glossary


Providers

An individual or organization that NC DHHS uses or collaborates with to deliver its services. A provider could be another government agency, a non profit organization or a private organization.


A provider is a term used to indicate an individual or entity that agrees to deliver services.


Division

A division or office is the administrative unit by which the work of the department of Health and Human Services structures and manages the work performed on behalf of North Carolinians. The North Carolina Department of Health and Human Services is divided into 30 divisions and offices. Divisions fall under four broad service areas – health, human services, administrative and support functions.


Contract System Number

A system generated number sequentially assigned to each contract record.


Contract Title

The contract title is usually a brief name, two or three words, used to summarize the service or activity. A contract title is can be the name of a grant or initiative. For example “Teen Pregnancy Prevention Initiative” has several contracts relating to providing pregnancy prevention services to adolescents in targeted areas.


Contract Purpose

Describes the purpose of the activity provided and how it is intended to accomplish the service objective.


Contract Selection

To display how the contract was chosen through the procurement method, government entity or individual. Options for procurement are as follows: sole source, RFQ, RFA, RFP, GOVT, MOA, IMOA, and personal service


  • Sole source
    • When an item or service is available from only one source

  • Request for Quotes (RFQ)
    • An informal written solicitation or request for information used for seeking competition and obtaining offers, in which oral and written quotes are obtained from vendors without formal advertising or receipt of sealed bids. Used only where statutes do not require formal sealed bids but with price competition is nonetheless desired.

  • Request for Application (RFA)
    • An RFA is a competitive process that usually results in the award of more than one contract. Unlike the RFP process, applicants are knowledgeable of the award amount and are asked to submit an application that includes a description of services to be performed and a budget narrative of the potential award amount. Although the contract format may be used, a preprinted application is usually provided by the funding source and is completed by the potential applicant. The application outlines services to be provided to recipients by specialized vendors such as private non-profit organizations, colleges and universities, or local units of government. An RFA may be used when the funding source – an agency of the Department of Health and Human Services - is acting as a flow through for grant funding and there are no true deliverables.

  • Request for Proposal (RFP)
    • An RFP is a competitive process that consists of a purchase description that includes the time and/or service required information on quantities, required delivery schedules, special terms and conditions, and standard terms and conditions. Unlike an RFA, the applicants are not informed of the award amount. RFPs are currently handled as a two step process in which the offeror submits a separate sealed technical proposal and a separate sealed cost proposal. The cost proposal is opened only if the technical proposal is determined to be acceptable and meets all mandatory requirements. An award will be made to the offeror presenting the most advantageous overall proposal to the State.

  • Government
    • Any government agency, either local, State or Federal, which acts on behalf of the people in general rather than private matters or interests.

  • Memorandum of Agreement (MOA)
    • A legal and binding agreement between two or more parties that does not contain monetary consideration and outlines each other’s responsibilities for carrying out a particular program or function.

  • Interagency Memorandum of Agreement (IMOA)
    • An IMOA is an agreement between North Carolina Department of Health and Human Service agencies containing pass-through money from one agency to another. This agreement outlines each other’s responsibilities for carrying out a particular program or function.

  • Personal Service
    • Personal services are provided by a professional (individual) person on a temporary or occasional basis, including (by way of illustration, not limitation) those provided by a doctor, dentist, attorney, architect, professional engineer, scientist or performer of the fine arts and similar professions; the exemption applies only if the individual is using his/her professional skills to perform or professional task; a personal service may also be a consultant service.

    • Any government agency, either local, or Federal, which acts on behalf of the people in general rather than private matters or interests

  • For Profit
    • Any business or institution operated for the purpose of making a profit

  • Non Profit
    • Any corporation, trust, association, cooperative, or other organization that (a) is operated primarily for scientific, educational, service, charitable, or similar purposes in the public interest; (b) is not organized primarily for profit; and (c) uses its net proceeds to maintain, improve or expand its operations

  • UNC System
    • The UNC System is a public, multi-campus university encompassing the 16 diverse constituent institutions and other educational, research, and public service organizations.

  • NC Community College
    • The North Carolina Community College System is a public, multi campus colleges encompassing 160 physical facilities; 58 main campuses, 28 multi-campuses and 74 off-campus sites.

  • University – Private In-State
    • North Carolina has 36 private, non-profit liberal arts, comprehensive, and research colleges and universities

  • University/College – Out of State
    • Any college or university, public or private located outside of North Carolina

  • Individual
    • A self-employed person who acts as a single entity, uses a social security number (as opposed to a corporation number) for identification purposes, and does not fit into the category of for-profit agency, a non-profit agency or a public agency.

  • Other State Agency
    • Any state agency which acts on behalf of the people in general rather than private matters or interests

Start Date

This is the effective date of the contract.


End Date

This is the termination date of the contract.


Contract Total

This is the total dollar amount of the contract and includes amendments to the contract.



Contract Amendment Information


Amendment Title

This is the total dollar amount of the contract amendment.


Amendment Start Date

This is the effective date of the contract amendment.


Amendment End Date

This is the termination date of the contract amendment.
